Here are the changes:
- 75% wholesale tax changed to 45% on all liquids and devices.
- Flavor ban is removed
SB 45 is scheduled for two committee meetings:

CALL TO ACTION UPDATE // Washington County, Oregon
The Washington County, OR Board of Commissioners has passed and ordinance that prohibits sales of flavored nicotine products (synthetic or tobacco derived) in any retail environment. What started as a proposal to limit sales of flavored products to adult-only establishments is now a full-blown flavor ban and a prohibition on discounts and coupons.
A referendum to overturn the flavor ban in Washington County has been approved for the ballot in the May 17, 2022 election!

RESEARCH // Physician Vaping Survey
“Patient prompting—that is, the patient asking their physician about e-cigarettes—was associated with an increased likelihood to recommend e-cigarettes,” said Dr. Cristine Delnevo, the lead author of the JAMA paper. Physicians who had smoked cigarettes were more likely to recommend vaping.
Unfortunately, researchers also found that more than 60% of doctors incorrectly believed that all tobacco products are equally harmful and only 22% indicated they recommend e-cigarettes to patients.

RESEARCH // Vaping Mouse Study
This is yet another junk vaping study because:
1) It’s mice, not people.
2) The strong focus on non-tobacco flavors, while showing no concern for artificial tobacco flavor suggests there is a belief that “tobacco” flavor is natural, base e-liquid flavor.
3) Unsurprisingly, there is no comparison to how smoking “alters the inflammatory state across multiple organ systems.” Vapor products are not sold as “safe,” they are sold as harm reduction, so should be compared to the most harmful products.
4) It’s mice, not people.

But don’t miss the peer review section, especially the assessment made by Reviewer #3:
“Overall, it is a descriptive study and the conclusions was not clearly supported by the data.”
“The author seemed to assume the difference between JUUL Mango and JUUL Mint is flavor and then came up with the conclusion regarding flavor-dependent changes in several inflammatory responses. Evidence is needed to approve the assumption.”
“To fully evaluate the health impact of evolving cigarette, it would be informative to included other tobacco or vaping device as control.”
RESEARCH // Nicotine Doesn’t Cause ADHD
Pregnant women who cannot or will not quit smoking have been scared away from switching to far safer vaping due to claims that nicotine is still a risk for ADHD. But a new review has found that smoking–and therefore, presumably vaping–during pregnancy does NOT cause ADHD.
A new systematic review and meta-analysis by Elis Haan & team shows that while maternal prenatal #smoking is associated with offspring #ADHD, it is unlikely to be the cause of it.

FDA // New Cigarettes Hit the Market
The Very Low Nicotine (VLN) cigarette company, 22nd Century, is authorized by the FDA to state each of its products contains “95% less nicotine,” “helps reduce your nicotine consumption” and “greatly reduces your nicotine.” These claims not only mislead the public to believe nicotine is what causes smoking-related diseases and death, but also imply the reduced nicotine cigarettes are safer than regular cigarettes.
